Abstract: У статті проаналізовано ядерне питання в політиці Японії після Другої світової війни. На основі документів законодавчого характеру та зовнішньополітичних ініціатив характеризується становлення й утверд-ження Японії як мирної та неядерної держави на рівні зовнішньо-політичного позиціонування. Також висвітлюється суть амбівалентної японської політики, яка, з одного боку, визначалась ідеалістичним наміром просуватись до досягнення світу без ядерної зброї, з іншого - враховувались ризики та загрози потенційних конфліктів із ядерними державами. Останнє позначило відданість Японії політиці розширеного стримування, що забезпечують Сполучені Штати Америки, як наріжного каменю національної безпеки. Дослідження показує, що суспільна травма, внаслідок ядерних бомбардувань міст Хіросіми та Нагасакі, пацифістський характер статті 9 Конституції Японії, три неядерні принципи та неприйняття ядерної зброї в японському суспільстві визначили неядерну риторику та міжнародне позиціонування Японії. Водночас, пріоритетність безпекового альянсу з США й політика розширеного стримування довгий час визначались контекстом Холодної війни та прагматичним підходом до безпеки держави та її громадян в умовах відсутності власних повноцінних збройних сил. Упродовж XXI ст. стала набирати більшої популярності ідея перегляду неядерних принципів, зокрема третього, який забороняє введення ядерної зброї на територію Японії. Це сталось через суттєву трансформацію балансу сил в Індо-Тихоокеанському регіоні, пов’язану із поступовим переходом світу до мультиполярності, посиленням КНР, ядерної загрози з боку КНДР та агресивної зовнішньої політики РФ, зокрема щодо України. При цьому, альянс із США досі залишається для Японії пріоритетом №1. З огляду на ці фактори й можна пояснити стратегічну неспроможність Японії ще більше просувати неядерну політику. У статті акцентується на суспільних дискусіях щодо перегляду трьох неядерних принципів. Відзначається, що позиція у напрямі ревізії не зустрічає загальної підтримки. Також включені точки зору різних дослідників ядерної проблеми в політиці Японії.
Annotation. The article analyzes the nuclear question in Japan’s post- World War Two policy. Based on legislative documents and foreign policy initiatives, it characterizes the establishment of Japan as peaceful and non-nuclear state at the level of international positioning. It also highlights the ambivalence of Japanese policy, which, on the one hand, was defined by an idealistic intention to promote the achievement of the world without nuclear weapons and, on the other hand, it considers risks and dangers of the potential conflicts against nuclear states. The latter has marked Japan’s commitment to extended deterrence policy provided by the United States of America as the cornerstone of the state’s security policy. The research shows that the social trauma caused by the nuclear bombing of Hiroshima and Nagasaki, the pacifist nature of Article 9 of the Constitution of Japan, the Three Non-Nuclear Principles and the rejection of nuclear weapons within Japanese society have defined Japan’s non-nuclear rhetoric and international positioning. Simultaneously, the priority of security alliance with the US and extended deterrence policy for a long time were determined by the Cold War context and a pragmatic approach to state and its civilians security in terms of the absence of Japan’s full-fledged armed forces. During the 21st century, the idea of revising the Three Non-nuclear Principles became more popular, particularly with regard to the third principle, which bans the introduction of nuclear weapons on the Japanese territory. This development has occurred amid a substantial transformation of the balance of power in the Indo-Pacific region, driven by the gradual transition to multipolarity, the strengthening of PRC, the nuclear threat posed by DPRK, and the aggressive external policy of the Russian Federation, particularly regarding Ukraine. Meanwhile, the alliance with the United States still remains Japan’s top strategic priority. In light of these factors, Japan’s strategic inability to further promote non-nuclear policy can be explained. The article emphasizes social debates surrounding the revision of the Three Non-Nuclear Principles. It notes that the position towards the revision doesn’t enjoy unanimous support. The article also presents the viewpoints of various researchers of the nuclear issue in Japan’s policy.
