Українсько-турецька співпраця у сфері культури: нормативно-правова база та роль діаспори (1991–2021 рр.)

Abstract

Метою дослідження є аналіз нормативно-правової бази співпраці України та Турець кої Республіки у сфері культури у 1991–2021 рр. та оцінка ролі діаспори у процесі формування україн сько-турецького культурного співробітництва. Актуальність дослідження зумовлена кількома фак торами, серед яких ключовими є вагоме геополітичне значення Туреччини в тюркському світі та її потенційні можливості у залученні до процесу деокупації Криму та розвитку культури киримли. Мето дологічною основою дослідження стали методи моніторингу, абстрагування, абстрактно-логічний, історико-типологічний та інституціональний. Метод моніторингу було використано для пошуку та систематизації даних, абстрагування – з метою виділення ключових понять, абстрактно-логічний метод став інструментом для формулювання висновків дослідження. Використання історико-типо логічного методу дозволило з’ясувати ключові закономірності у розвитку українсько-турецьких куль турних відносин та порівняти їх договірну базу між собою. Інституціональний метод дав можливість розглянути інститут діаспори як ключовий фактор формування українсько-турецького культурного співробітництва. Аналіз попередніх наукових праць показав зростання інтересу до питання україн сько-турецької співпраці у культурній сфері. Наукова новизна статті полягає у тому, що вперше ґрунтовно досліджена нормативно-правова база та роль діаспори у формуванні українсько-турецької співпраці у сфері культури. Результати дослідження демонструють специфіку формування україн сько-турецької культурної взаємодії у 1991–2021 рр., залученість до цього процесу державних органів України та Турецької Республіки, громадських організацій, спілок діаспори та окремих діячів культури. Також результати показали, що нормативно-правова база культурної співпраці України та Турецької Республіки у 1991–2021 рр. сформована завдяки низці двосторонніх та міжнародних угод, розпоря джень та указів. У висновках зазначені ключові діаспорні організації для формування успішної в пер спективі співпраці у культурній сфері. Умовами поглиблення цього процесу встановлено створення структури на зразок Спільної Комісії, залучення українських митців до культури народу киримли, кооперація діаспорних організацій та діячів мистецтва, доступ до вивчення української та турецької мов, розширення представництва українських митців у міжнародних культурних заходах.

The purpose of the study is to analyze the regulatory and legal framework of cultural coop eration between Ukraine and the Republic of Turkey in 1991–2021 and assess the role of the diaspora in the process of forming the Ukrainian-Turkish cultural field. The need to achieve the set goal is argued by several factors at once, among which the key ones are the high geopolitical weight of Turkey in the Turkic world and its capabilities in the process of de-occupation of Crimea and the development of the culture of the Crimean Tatars. The methodological basis of the study was monitoring, abstraction, abstract-logical, historical-typo logical and institutional methods. The monitoring method was used to search and systematize data, abstrac tion was used to highlight key concepts, the abstract-logical method served as a tool for formulating the conclusions of the study. The use of the historical-typological method made it possible to identify patterns in the development of Ukrainian-Turkish cultural relations and compare their contractual bases with each other. The institutional method made it possible to consider the institution of the diaspora as a key factor in the for mation of the Ukrainian-Turkish cultural field. An analysis of previous scientific works showed an increase in interest in the issue of Ukrainian-Turkish cultural cooperation. The scientific novelty of this article lies in the fact that during its writing, the role of contractual foundations and the diaspora in the formation of a common cultural field for both peoples was first investigated. The results of the study demonstrate the complexity of the formation of the Ukrainian-Turkish cultural field in 1991–2021 and the involvement of state bodies of Ukraine and the Turkish Republic, public organizations, diaspora unions and individual cultural figures in this process. The results also showed that the contractual basis of cultural cooperation between Ukraine and the Turkish Republic in 1991–2021 was formed thanks to bilateral and international agreements, orders and decrees. The conclusions identify diaspora organizations as key in the formation of a common Ukrainian-Turkish cultural f ield. The conditions for deepening this process include the creation of a Joint Commission, the involvement of Ukrainian artists in the culture of the Kyrymly people, cooperation between diaspora organizations and artists, access to the study of Ukrainian and Turkish languages, and the expansion of the representation of Ukrainian artists in international cultural events.
