Формування готовності майбутніх дільничних інспекторів МВС до розв'язання конфліктних ситуацій у процесі фахової підготовки

Abstract

Дисертація на здобуття наукового ступеня кандидата педагогічних наук за спеціальністю 13.00.04 – теорія і методика професійної освіти. – Тернопільський національний педагогічний університет імені Володимира Гнатюка, Міністерство освіти і науки України. – Тернопіль, 2013. Дисертація присвячена проблемі формування готовності майбутніх дільничних інспекторів міліції МВС України до розв’язання конфліктних ситуацій у процесі фахової підготовки. Розкрито сутність конфліктологічної готовності у контексті професійної підготовки, визначено та науково обґрунтовано педагогічні умови формування готовності майбутніх дільничних інспекторів міліції до розв’язання конфліктних ситуацій, критерії та показники рівнів сформованості їх готовності до роботи з конфліктами; розроблено програму спецкурсу з урахуванням конфліктологічної складової фахової підготовки. Конкретизовано поняття «готовність дільничних інспекторів міліції до розв’язання конфліктних ситуацій», типологію конфліктних ситуацій у роботі дільничних інспекторів міліції, визначено їх характерні ознаки (емоційність – латентність, статичність – динамічність, активність – пасивність, конструктивізм – деструктивізм та ін.). Розглянуто зміст підготовки майбутніх дільничних інспекторів міліції до розв’язання конфліктних ситуацій через уточнення механізмів діагностики та системи виховного впливу в межах запроваджених педагогічних умов.

Диссертация посвящена проблеме формирования готовности будущих участковых инспекторов милиции МВД Украины к решению конфликтных ситуаций в процессе профессиональной подготовки. Раскрыта сущность конфликтологической готовности в контексте профессиональной подготовки, определены и научно обоснованы педагогические условия формирования готовности будущих участковых инспекторов милиции к решению конфликтных ситуаций, критерии и показатели уровней сформированности их готовности к работе с конфликтами; разработана программа спецкурса с учетом конфликтологической составляющей профессиональной подготовки. Конкретизирована сущность понятия «готовность участковых инспекторов милиции к решению конф¬ликтных ситуаций», типология конфликтных ситуаций в работе участковых инспекторов милиции, определены их характерные признаки (эмоциональность–латентность, статичность динамичность, активность–пассивность, конструктивизм деструктивизм и др.). Рассмотрено содержание подготовки будущих участковых инспекторов милиции к решению конфликтных ситуаций путем уточнения механизмов диагностики и системы воспитательного воздействия в пределах внедренных педагогических условий.

Scientific thesis for the Degree of the Candidate of Pedagogical Sciences in the speciality 13.00.04 – Theory and Methodology of Professional Education. – Ternopil Volodymyr Hnatiuk National Pedagogical University, Ministry of education and science of Ukraine, Ternopil, 2013. The dissertation is dedicated to the research of theoretical and practical grounds of the system of professional training of would-be district militia inspectors of the Ministry of Internal Affairs of Ukraine in the context of their readiness to conflict resolution. Research approaches of foreign and native scientists as to the problem of professional training of would-be law enforcement official have been revealed. The dissertation investigates the main stages and scientific approaches to the concept of readiness, contemplates the typology of conflict situations in the activity of district militia Department personnel and scrutinizes the present state of would-be district militia inspectors to professional conflict solution. The components and criteria of readiness mentioned are defined. Educational conditions of would-be militiamans’conflictological readiness in the course of professional training are worked out and theoretically substantiated. Types of professional duties of militia officers that determine the requirements for the professional training have been analyzed. On the basis of law enforcement practical activities the current problems in the professional activities of district militia inspectors are considered. Professional qualification characteristics of would-be law enforcement officials, the job description of district inspector of militia that reflects the goals and results of professional training in Ukraine have been investigated. The main structural components of readiness of would-be law enforcement officials are as following: motivational and volitional estimate-orientation and operational, that is. synthesis of academic, personal and psychological, communication and management skills and experience, temperament, character, personal orientation, criteria for their evaluation (personal motivation to active position, the desire to interact with the environment, ability to navigate in conflict situations, the perception of the conflict as a means of problem solving, possession of conflict resolution mechanisms). The criteria for would-be district inspector of militia readiness to conflict resolution are grounded (motivational and axiological, orientational, cognitive-operational). The educational conditions aimed at increasing the effectiveness of would-be district militia inspectors of the Ministry of Internal Affairs of Ukraine to resolve conflicts through the professional training system are as follows: formation of the constructive conflict resolution experience, which implies creation of comfort social and educational environment; inter-subject communications of humanitarian subjects regard to conflictological component; supporting of motivation to constructive conflict reconciliation. A set of techniques was selected and number of measures was taken to secure implementation of the mentioned educational conditions. The entry level of cadets’conflictological readiness has been explored. Peculiarities of content, organization, forms and methods of professional training of would-be district militia inspectors of the Ministry of Internal Affairs of Ukraine within the departmental educational establishments have been scrutinized. Would-be district militia inspectors’ professional training should be focused on mastering the knowledge about the features of conflict situations in their future activities, technologies that contribute to effective conflict resolution, skills and applications based on individual approach and the nature of conflict. Analysis of the educational process of departmental educational establishments in Ukraine showed that professional psychological and educational training of district militia inspector is a type of training that is organized by a process aimed at forming and development of the cadets’ knowledge and professional skills important to ensure effective resolution of difficulties, successful coping during performance of professional duties and so on. The main content of all phases of district militia inspector professional training to conflict resolution is to build the image of the expected situation, schemes of action in case of a conflict, forming an effective solution to installing professional tasks. It involves the assimilation of knowledge about the conditions of expression and different types of conflicts, development of abilities that enable an analysis of the conflict situation, diagnose conflict behavior and predict its further development and make rapid decisions concerning means of influence the professional surrounding upon conflict behavior. The effectiveness of inculcated educational conditions of conflictological readiness of departmental educational institutions cadets, diagnostic methods of forming their readiness to resolve conflicts have been scientifically substantiated and experimentally tested.
