Abstract: | Основна увага приділена аналізу стану приміського залізничного сполучення Чернівецької області з
визначенням основних негативних факторів, що стримують розвиток галузі. Розглянуто період найбільшого
розширення мережі та виділені чинники, що сприяли цьому. The article presents a comprehensive study of the current state and problems of railккway infrastructure development in Chernivtsi region. This investigation identifies the principal determinants responsible for the deterioration of the suburban railway network. Subsequently, it evaluates potential avenues for its rehabilitation and proposes strategies to ensure its continued advancement. Highlighting the long-term degradation since the 1990s, worsened by quarantine measures and military conflicts, the article emphasizes the wear of infrastructure, economic constraints, and natural/geographical factors. There is a partial transfer of the passenger load to the bus service due to infrastructural deficiencies, which signifies the desperate need for improvement of the railway infrastructure. The article identifies specific causes of the system's decline, such as insufficient government funding, lack of necessary rolling stock, and problems with land taxation for rail companies, which hinders both recovery and expansion. Emphasizing the socio-economic importance of commuter transport, the study highlights the vital role of commuter transport in the economy and society, stressing the need for infrastructure development to enhance regional stability and growth. Particular attention was paid to the coordination of railway development with the strategic plan of the Chernivtsi region until 2027, emphasizing the need for updated transport logistics data for future planning and regional development. In general, the article underscores the relevance and importance of the research topic, and advocates further scientific research. Its analysis and recommendations are the basis for the formation of effective improvement strategies of suburban railway communication, thereby contributing to the sustainable development of the Chernivtsi region. Continuing the analysis, the article emphasizes the need for holistic solutions to solve the problems facing the development of the suburban railway. This shows that joint efforts involving public authorities, rail companies and local stakeholders are essential to overcome funding gaps and regulatory barriers. In addition, the article proposes a multifaceted approach to revitalizing the commuter rail system, including investment in infrastructure modernization, procurement of modern rolling stock, and simplification of administrative procedures. The importance of applying proactive measures to attract private investment and exploring innovative financing mechanisms in addition to public financing is emphasized. Also, the paper highlights the importance of integrating commuter rail development into broader regional planning initiatives, such as sustainable development strategies and spatial planning frameworks. It showcases the need for a coordinated policy that prioritizes public transport and promotes the transition to more environmentally sustainable modes of travel. In light of the challenges facing the development of suburban rail, the article notes the need to update transport logistics for future planning and regional development. Up-to-date and accurate data is key to effective management of transport infrastructure and resources. Continuing the analysis, the article calls for comprehensive solutions and joint efforts between government agencies, railway companies and local stakeholders. This reflects the need for a coordinated approach to solving complex problems that arise in the process of developing transport infrastructure. The paper calls for targeted research and data analysis to inform decision-making and monitor progress towards rail infrastructure goals. This proves the importance of ongoing monitoring and evaluation mechanisms to ensure the effectiveness of intrusion and identify areas for continuous improvement. In conclusion, the article provides a convincing argument for the revival of the suburban railway infrastructure in the Chernivtsi region. It emphasizes the close connection of transport systems with broader socio-economic development goals and calls for concerted action to address existing challenges and unlock the full potential of commuter rail services for the region's residents and businesses. |
