Теорія і практика соціально-педагогічної підтримки материнства й дитинства в Україні (ХХ – початок ХХІ ст.)

Abstract

У дисертації на основі наукових підходів (філософського, загальнонаукового та конкретнонаукового) здійснено цілісний ретроспективний аналіз теорії і практики соціально-педагогічної підтримки материнства й дитинства в Україні у ХХ – на початку ХХІ ст., схарактеризовано її методологічний, історичний, теоретичний, практичний рівні. Розроблено періодизацію розвитку соціально-педагогічної підтримки материнства й дитинства в Україні у досліджуваних хронологічних межах. Обґрунтовано та введено до наукового обігу теоретичні засади материноцентричного підходу. Окреслено вплив зарубіжного досвіду на розвиток соціально-педагогічної підтримки материнства й дитинства в Україні за досліджуваного періоду. Досліджено практику соціально-педагогічної підтримки материнства й дитинства в державному і недержавному секторах в Україні за доби державної незалежності. Обґрунтовано практичні засади та здійснено діагностику готовності соціальних працівників/соціальних педагогів до соціально-педагогічної підтримки материнства й дитинства в Україні на сучасному етапі. Визначено перспективи та рекомендації, які сприятимуть успішній реалізації соціально-педагогічної підтримки материнства й дитинства в Україні на макро-, мезо- та мікрорівнях.

В диссертации на основе научных подходов (философского, общенаучного и конкретнонаучного) осуществлен целостный ретроспективный анализ теории и практики социально-педагогической поддержки материнства и детства в Украине в ХХ – в начале ХХ в., охарактеризованы ее методологический, исторический, теоретический, практический уровни. Разработана периодизация развития социально-педагогической поддержки материнства и детства в Украине в определенных хронологических рамках. Обоснованы и введены в научный обиход теоретические основы материноцентричного похода. Очерчено влияние зарубежного опыта на развитие социально-педагогической поддержки материнства и детства в Украине исследуемого периода. Изучена практика социально-педагогической поддержки материнства и детства в государственном и негосударственном секторах в Украине в эпоху государственной независимости. Исследованы практические основы и осуществлена диагностика готовности социальных работников / социальных педагогов к социально-педагогической поддержке материнства и детства в Украине на современном этапе. Определены перспективы и рекомендации, способствующие успешной реализации социально-педагогической поддержки материнства и детства в Украине на макро-, мезо- и микроуровнях.

The research work deals with the theory and practice of social and pedagogical support for maternity and children in Ukraine in the 20th – early 21st centuries. On the basis of foreign experience, selected and substantiated criteria (social and pedagogical, political, legal and historical) a periodization of the development of social and pedagogical support for maternity and children in Ukraine was successfully elaborated. It covers certain chronological limits: the first (1905–1918) – the origin of social support of maternity and children at the state level; the second (1918–1945) – state initiatives in the field of social and pedagogical support for maternity and children; the third (1945–1991 r.) – formation of state policy in the field of social and pedagogical support for maternity and children; the fourth period (1991 r. – till today) – modernization of social and pedagogical support for maternity and children. The analysis of the conceptual and categorical terminology of the research work gave grounds for the author to define the following categories «maternity», «childhood», «readiness of social workers/social educators to social and pedagogical support for maternity and children in Ukraine» as social and pedagogical ones. It has been proved that in Historical and Pedagogical Sciences the category «social and pedagogical support for maternity and children» was replaced by the term «protection of maternity and children», which caused its dualistic authorial interpretation, with its extrapolation to the pedagogical problem in the social and pedagogical context: in the broad sense of «social and pedagogical support for maternity and children» we will consider it as: the direction of implementation of social policy, which covers the totality of measures of the state aimed at achieving certain social objectives (ensuring basic needs, employment, health, education, etc.); in the narrow – as a kind of social and pedagogical activity, covering the system of work of various state and non-state social institutions, organizations and their workers in creating the conditions for socialization and development of the child, meeting the needs and ensuring optimal conditions for mother’s life, the opportunity to implement the rights of mother and child in society and family. The methodological foundations of social and pedagogical support for maternity and children in Ukraine (20th – early 21st century) are determined and substantiated at scientific and specifically scientific levels. It has been substantiated as one of the key issues in the context of the problem under study, along with the child-centered and family-centered, mother-centered approaches (according to the author of the given work), the essence of which is to guide social and pedagogical support at the macro, meso and micro levels to create conditions for the realization of mothers’ rights in the society and family. The ways of implementation of the practice of social and pedagogical support for maternity and children in the state and private sectors in independent Ukraine in the sphere of health care, in the educational system, in social services, institutions and organizations have been identified and considered. In order to identify practical principles for training social workers for social and pedagogical support for maternity and children in Ukraine at the present stage, a pilot diagnostic work of the readiness of social workers/social educators for social and pedagogical support for maternity and children in Ukraine was conducted. The diagnostic toolkit of the research work is based on the author’s course «Social and pedagogical support for maternity and children: theory and practice», on its basis criteria (motivational, content, operative-active), indicators and levels (high, medium, low) and readiness of future social workers/social educators for social and pedagogical support for maternity and children in Ukraine have been characterized. Prospects and recommendations contributing to successful implementation of social and pedagogical support for maternity and children in Ukraine at macro, meso and micro levels have been identified.
