Умови й особливості визначення прикордонних територій Другої Речі Посполитої

Abstract

Мета статті – проаналізувати історико-політичні, адміністративно-правові та географічні умови формування прикордонних територій Другої Речі Посполитої, з’ясувати особли вості їх визначення та функціонування в міжвоєнний період. Методологія дослідження. У дослідженні застосовано поєднання загальнонаукових та спеціально-історичних методів. Історико-генетичний метод використано для простеження процесу формування прикордонних територій; історико-по рівняльний – для зіставлення підходів до визначення кордонів на різних ділянках; географічний – для аналізу природних і просторових чинників. Системний підхід дав змогу розглядати прикордонні тери торії як складник політико-адміністративної структури держави. Застосовано також критичний аналіз джерел та нормативно-правових актів Другої Речі Посполитої. Наукова новизна дослідження полягає в комплексному розгляді процесу визначення прикордонних територій Другої Речі Посполитої крізь призму поєднання політичних, адміністративно-правових, географічних та безпекових чинників. У роботі уточнено зміст і функції прикордонних зон у системі державного управління міжвоєнної Польщі, виокремлено ключові етапи формування їхніх меж та проаналізовано особливості застосу вання правових механізмів для їх визначення. Уперше узагальнено й систематизовано нормативно-пра вову базу, що регулювала статус прикордонних територій у зазначений період. Висновки. Визначення прикордонних територій Другої Речі Посполитої зумовлювалося поєднанням міжнародно-політичних, адміністративно-правових, географічних та безпекових чинників. Процес формування прикордонних зон відбувався поетапно й супроводжувався укладанням міжнародних угод, демаркацією кордонів та створенням системи охорони. Особливу роль відігравала нормативно-правова база, що регламен тувала режим прикордонних територій.

The purpose of the article is to analyze the historical-political, administrative-legal and geo graphical conditions of the formation of the border territories of the Second Rzeczpospolita, to find out the fea tures of their definition and functioning in the interwar period. Research methodology. The study uses a com bination of general scientific and special-historical methods. The historical-genetic method is used to trace the process of forming border territories; the historical-comparative method is used to compare approaches to defining borders in different areas; the geographical method is used to analyze natural and spatial fac tors. The systematic approach made it possible to consider border territories as a component of the politi cal-administrative structure of the state. A critical analysis of sources and regulatory legal acts of the Second Rzeczpospolita was also applied. The scientific novelty of the study lies in the comprehensive consideration of the process of determining the border territories of the Second Polish-Lithuanian Commonwealth through the prism of a combination of political, administrative-legal, geographical and security factors. The work clarifies the content and functions of border zones in the system of state administration of interwar Poland, identifies key stages in the formation of their borders and analyzes the features of the application of legal mechanisms for their determination. For the first time, the regulatory and legal framework that regulated the status of bor der territories in the specified period has been generalized and systematized. Conclusions. The determination of the border territories of the Second Polish-Lithuanian Commonwealth was determined by a combination of international political, administrative-legal, geographical and security factors. The process of forming border zones took place in stages and was accompanied by the conclusion of international agreements, demarcation of borders and the creation of a security system. The regulatory and legal framework that regulated the regime of border territories played a special role.
