Забезпечення доступу до соціальних послуг в умовах об’єднаних територіальних громад

Abstract

У статті проаналізовано основні підходи до побудови системи надання якісних соціальних послуг особам, які перебувають в складних життєвих обставинах і потребують соціальної допомоги кваліфікованого соціального працівника на рівні об’єднаної територіальної громади. Висвітлено особливості роботи соціальних служб у сфері забезпечення населення соціальними послугами та спроектовано процес їх реструктуризації. Схарактеризовано нормативно-правове забезпечення системи надання соціальних послуг в Україні з метою передачі їх на рівень об’єднаної територіальної громади.

The paper is dedicated to the analysis of the basic approaches to the building a system of providing quality social services to people who are in difficult circumstances and need special assistance of a qualified social worker at the united local community. The peculiarities of basic social services (Social Service Centers for Families, Children and Youth which deal at the regional, district and city levels and Social Welfare Departments, acting at the level of local state administrations) in the area of public social services providing are shown and the process of reorganization and restructuring of them are designed. It is predicted the creation of the Centre of Social Services / Territorial Center of Social Services on the community level and transferring of responsibilities of basic social services to the Centre for implementing of the process of social services decentralization. The necessity of approval of the relevant regulatory framework to verify the legitimacy of the activities of the Center; creation in the structure of the Center specialized departments to provide better social services to members of the united local community; employment of qualified social workers are proved. It is determined the regulatory support system of social services in Ukraine to bring them to the level of the united local community and role of the state in implementing the concept of decentralization of social services at the level of the united local community; highlighted the government actions in the sphere of implementing reforms to decentralize social services and designed the following steps of the state in this direction of successful completion of transferring of social services at the level of the united local community.
