Створення оптимальної моделі надання соціальних послуг у громаді в умовах децентралізації (на прикладі м. Умань)

Abstract

У статті на основі теоретичного узагальнення та практичного досвіду викладено результати дослідження процесу оптимізації надання повного спектру соціальних послуг в об’єднаній територіальній громаді. У цьому контексті висвітлено передумови та чинники, з’ясовано переваги та перспективи, окреслено розподіл повноважень між соціальними структурами міста, їх завдання та функції, подано пропозиції щодо здійснення процесу оптимізації та детальний аналіз ролі фахівця соціальної роботи у громаді. Напрацьовано орієнтовну схему нової структури Центру соціальних послуг – якісно нової соціальної служби, що зможе охопити своєю діяльністю усі соціальні групи (сім’ї, особи) для надання соціальних послуг в об’єднаній територіальній громаді. Узагальнено практичні досягнення в ході оптимізації надання соціальних послуг, розроблено необхідну для цієї роботи нову документацію, посадові інструкції. Розглянуто проблемні питання та ризики проведення оптимізації, а також змістовної спроможності оптимізаційного впливу на розвиток територіальної громади в умовах децентралізації. Зроблені у статті висновки можуть бути використані під час впровадження процесу оптимізації системи надання соціальних послуг в умовах децентралізації.

The article presents the results of practical research of the process of optimization which provides a full range of social services in the unified local community. It deals with the conditions and factors of creating an optimal model of social services in the community in terms of decentralization. It overviews the process of optimization and benefits of its implementation. The article outlines the division of duties between the social structures of the city, their tasks and functions. The work suggests ideas on the process of optimization. It analyses in details the role of professional social workers in the community. The first results of the work have been described in the article. It develops a tentative scheme of the new structure of the Centre of Social Services – a new kind of social service center that will provide all social groups (family, individual) with its social services in the local community. It suggests new documents, staff instructions, practical achievements gained in the process of optimization of social services. The article reveals the problems and risks of the process of optimization and the influence of optimization capacity on the development of local community in terms of decentralization. The conclusions made in the article could be used during the implementation process of optimizing the system of social services under the decentralization.
