Чи здатні діючі державні соціальні агенції ефективно надавати соціальні послуги населенню на рівні отг: вибіркове дослідження

Abstract

У статті здійснено аналіз та оцінку ефективності роботи державних соціальних служб, установ та організацій, які працюють у сфері надання соціальних послуг населенню із проекцією на перспективу їх залучення до надання соціальних послуг тим, хто цього потребує на рівні ОТГ. Дослідження є вибірковим. Збір даних проводився на території Тернопільської області. У процесі дослідження здійснено аналіз чинного законодавства у сфері надання соціальних послуг населенню; вивчено особливості роботи Центрів соціальних служб для сім’ї, дітей та молоді та Департаменту соціального захисту із їх структурними підрозділами; проведено опитування соціальних працівників області з метою визначення їх готовності до надання соціальних послуг на рівні ОТГ. В результаті дослідження спроектовано рекомендації щодо покращення процесу надання соціальних послуг на рівні ОТГ клієнтам за місцем їхнього проживання.

The transformation of Ukrainian society and the reformation of socio-political structure of the state are aimed at a creating of new administrative units – united territorial communities (UTCs), decentralization of power and budgets to the local level. In those conditions, according to the Concept of Reform of Local Self-Government and Territorial Organization of Power in Ukraine, local governments have special power to organize and provide quality, affordable social services for social protection and social assistance of the members of local communities. Due to these conditions, it is very important to evaluate whether existing social agencies are ready to provide needed social services for the members of local communities. The aim of the article is to analyze the effectiveness of work of current state social agencies and evaluate the opportunities of providing quality and affordable social services for different categories of clients at the level of local communities due to the place of their living. The research was held in 3 stages and was selective in nature. On the first stage the author analysis the scientific and methodical publications devoted to questions of social services standards and evaluation of their effectiveness; on the second stage – worked with departmental statistics, archives and legal social acts, materials of regional mass media about social services and the implementation of social policy in the field of social welfare. On the third stage the author analyzed data obtained in the result of social workers questioning. The data collection was carried out on the territory of the Ternopil region. The results received by author show that current social agencies can’t provide quality and affordable social services at the level of local communities without being reformed. The same with social workers: they can work on the level of community only after special training. The author also gives the recommendation how to improve social services providing on the level of united territorial communities.
