Чи готові майбутні соціальні працівники першого (бакалаврського) рівня вищої освіти до надання інтегрованих соціальних послуг у територіальній громаді?

Abstract

Вироблення ефективних і дієвих механізмів надання інтегрованих соціальних послуг особам/сім’ям, які перебувають у СЖО є одним із пріоритетних завдань держави в рамках реалізації реформи децентралізації влади, що передбачає передачу значної частки повноважень у сфері соціального захисту населення до новостворених ОТГ. Підбір і працевлаштування в громадах кваліфікованих соціальних працівників, здатних надавати передбачені чинним законодавством послуги пріоритетне завдання виконавчих органів ОТГ. Водночас, за таких умов, виникає необхідність у оцінці готовності випускників програм бакалаврату з соціальної роботи ЗВО України працювати в ОТГ та надавати передбачені чинним законодавством інтегровані соціальні послуги тим, хто цього потребує. Отримані в результаті аналізу дані ляжуть в основу розробки відповідного змістово-технологічного та навчально-методичного забезпечення, реалізація якого у процесі професійної підготовки майбутніх соціальних працівників у ЗВО сприятиме формуванню означеної готовності та дозволять переосмислити концепцію підготовки майбутніх соціальних працівників у ЗВО України з метою її орієнтації на навчання фахівців, «придатних» працювати в нових умовах, які диктує ринок праці.

The development of effective and efficient mechanisms for the integrated social services providing for individuals/families in need is one of the state's priorities due to the government reform of decentralization implementing, which involves the transfer of a significant share of powers in the field of social welfare of the population to the newly established united territorial communities. Recruitment and employment in the communities qualified social workers bachelor and master degrees, able to provide social services to people in need are the priority task of the executive bodies of the united territorial communities. Bachelor degree social workers have to provide integrated social services for citizens; master degree social workers – do administrative work, be as managers, organizers, facilitators, supervisors etc. at the level of local communities in Ukraine. The aim of this article is to evaluate the readiness of bachelor's programs in social work graduates to work in the united territorial communities and provide integrated social services to those who need them. Definitely, to work effectively in united territorial communities in order to provide integrated social services to different categories of clients, community development and its inhabitants, a social worker must have a certain set of knowledge, skills and abilities, that is, to demonstrate an appropriate level of readiness for the specified type of activity. Content analysis of curricula and a list of educational disciplines and identification of general and professional competencies and their evaluation help us to check the readiness of the 4-year bachelor's social work programs graduates to provide integrated social services. The data received as a result of the analysis will form the basis for the development of appropriate content-technological and teaching, methodological support, which in the process of professional training of future social workers in the HEIs will contribute to the formation of the mentioned readiness and will allow rethinking the concept of future social workers training in the HEIs of Ukraine in order to train specialists "suitable" to work in new conditions that dictates the labor market.
