Decentralization reform: a european experience of local government for Ukraine

Abstract

У статті розкриваються основні підходи до здійснення реформи децентралізації в країнах Європейського регіону, а також позитивний досвід реформування адміністративно-територіального устрою цих країн на низовому рівні. Вивчення основних повноважень, якими наділені одиниці АТУ в цих країнах, які відповідають рівню об’єднаних територіальних громад в Україні дає можливість запровадження позитивного зарубіжного досвіду для ефективного функціонування таких одиниць відповідно до Європейської хартії місцевого самоврядування.

The article reveals the main approaches to the implementation of decentralization reform in the countries of the European region, as well as the positive experience of reforming the administrative-territorial structure of these countries at the grassroots level. The study of the main powers of administrative-territorial system units in these countries, which correspond to the level of united territorial communities in Ukraine, provides an opportunity to introduce positive foreign experience for the effective functioning of such units in accordance with the European Charter of Local Self-Government. Decentralization is one of the most important reforms currently underway in Ukraine. The main goal of the reform is to transfer a significant part of the powers, resources and responsibilities from the executive to local governments. Some mechanisms for implementing decentralization are still somewhat debatable, but the positive effects of decentralization are becoming increasingly apparent.
