Екогеографічне обґрунтування проектів заповідного природокористування

Abstract

Розглянуті головні проблеми сучасного розвитку заповідного природокористування в Україні та можливі шляхи їх вирішення. Зокрема, одним із таких шляхів є реалізація екогеографічного обґрунтування проектування геотехсистем природоохоронного призначення. Це означає необхідність суворого дотримання таких геоекологічних принципів проектування ГТС природоохоронного призначення: повсюдності проведення природоохоронних заходів; їх територіальної диференціації; створення оптимального режиму управління природоохоронною діяльністю. Проектування нових та розширення меж існуючих природоохоронних територій в Україні, а також забезпечення їх ефективного функціонування можливе лише за умови екогеографічного обґрунтування

Рассмотрены главные пути реализации экогеографического обоснования проектирования геотехсистем природоохранного назначения. Ввиду современного недостаточно эффективного управления природоохранной деятельностью в Украине, ряда других проблем, среди этих путей следует выделить следующие: строгое соблюдение принципов повсеместности проведения природоохранных мероприятий; их территориальная дифференциация; создание оптимального режима управления природоохранной деятельностью. Проектирование новых и расширение границ существующих природоохранных территорий в Украине, а также обеспечение их эффективного функционирования возможно только при условии проведения экогеографического обоснования

The main problems of modern protected nature using development in Ukraine and the possible ways of their decision are considered. The object of protected nature using is geotechnical systems (GTS) of the nature protection setting. Its basic functions is a maintenance of biological variety, standard and unique natural systems; support of ecological balance; proceeding in those or other types of natural resources. For the effective functioning of nature protection territory it is important yet on the planning stage to explore and substantiate all the threats and factors which probably will be able negatively to influence on its subsequent functioning. To foresee and prevent one or another threat it is possible only by a steady observance and realization of geoecological principles in the process of ecology-geographical ground of protected nature using projects. Major principle is ubiquity of leadthrough of nature protection measures, which will be realized above all things creation of ecological network. Thus principles of national ecological network forming must be concerned with principles of Pan European ecological network forming, and nature protection territory areas and quantity must be megascopic to the European level. Principle of territorial differentiation will be realized through the choice of place for nature protection territory, correct determination minimum necessary for GTS of area and functional zoning of nature protection GTS territory. Realization of management and control principle foresees creation of leading block, which includes a subsystem to control influences, changes and possible consequences.
