Діяльність зовнішньополітичної служби Західноукраїнської Народної Республіки у 1918-1923 роках

Abstract

У статті мова йде про діяльність зовнішньополітичної служби Західноукраїнської Народної Республіки у 1918-1923 роках. Дослідження також висвітлює дипломатичні взаємини з країнами Європи та Північної Америки.

Метою праці є вивчення конкретно-історичних умов розгортання дипломатичної діяльності Західноукраїнської Народної Республіки у 1918-1923 роках, з’ясування особливостей відносин із Українською Народною Республікою, денікінцями, більшовиками та державами Антанти; визначення місця і ролі зовнішньополітичної діяльності у вирішенні питання міжнародного визнання ЗУНР. З’ясовано, що внутрішня слабкість і нежиттєздатність ЗУНР не дали Заходові потрібного часу для усвідомлення можливої ролі та місця України в Європі. Помилки були допущені й урядом ЗУНР. За умов внутрішньої слабкості українського національно-визвольного руху багато залежало від зовнішнього визнання і підтримки України. З іншого боку, міжнародне визнання незалежності ЗУНР обумовлювалося внутрішнім зміцненням і утвердженням української державності.

The article deals with the activity of the foreign policy service of the Western Ukrainian People’s Republic in 1918-1923. This study also highlights diplomatic relations with the countries of Europe and North America.

The purpose of this work is to study the specific historical conditions for the deployment of the diplomatic activity of the Western Ukrainian People’s 1918-1923 years, to clarify the peculiarities of relations with the Ukrainian People’s Republic, the Denikinites, the Bolsheviks and the Entente states; determination of the place and role of foreign policy in solving the issue ofinternational recognition ofthe ZUNR.

It is noted that the diplomatic activity ofthe Government and foreign policy department ofthe ZUNR in the emigration was active and wide-ranging, had clear benchmarks and consistently pursued the only task -the restoration of Ukrainian statehood. Her performers from President E. Petrushevich to members of foreign missions and missions found themselves patriots of the homeland and made every effort to fight for her interests at international conferences and other forums. Their failure was the result of objective factors that were created in the geopolitical space under the influence of powerful powers, especially the Entente, who were not interested in the existence ofan independent Western Ukrainian People’s Republic.

It was clarified that the internal weakness and non-viability ofthe ZUNR did not give the West the right time to realize the possible role and place of Ukraine in Europe. Mistakes were made by the ZUNR government. Under the conditions of the internal weakness of the Ukrainian national liberation movement, many depended on the external recognition and support of Ukraine. On the other hand, the international recognition of the independence of the ZUNR was conditioned by the internal strengthening and assertion of Ukrainian statehood.
