Теорія і методика соціальної профілактики торгівлі людьми засобами інформаційно-комунікативних технологій

Abstract

У дослідженні розглянуто й обгрунтовано теоретичні та методичні засади соціальної профілактики торгівлі людьми з використанням засобів інформаційно-комунікативних технологій. Унаслідок наукового пошуку представлено інтерпретацію концепту "торгівля людьми" та досліджено характеристику основних факторів та наслідків торгівлі людьми. Висвітлено сутність та зміст соціальної профілактики торгівлі людьми та охарактеризовано законодавчий та інституційний механізми, а також вітчизняний і зарубіжний досвід профілактики торгівлі людьми. Представлено концептуально методологічні засади використання інформаційно-комунікаційних технологій у соціальній профілактиці торгівлі людьми. Обгрунтовано концептуальні засади педагогічної системи соціальної профілактики торгівлі людьми засобами інформаційно-комунікаційних технологій. Визначено компоненти, критерії, показники та рівні сформованості інформаційно-правової компетентності особистості. Розроблено та експериментально перевірено методику соціальної профілактики торгівлі людьми засобами інформаційно-комунікаційних технологій.

The theoretical and methodological foundations of the social prophylaxis formation of human beings trafficking on the basis of the information and communication technologies usage has been considered and substantiated in this research. As a result of scientific research, the interpretation of the concept «human trafficking» has been presented and the characteristics of the main factors and consequences of human beings trafficking have been described. The scientific research has made it possible to define «social prevention of human beings trafficking» as one of the areas of social and pedagogical activity aimed at: neutralizing the risks and minimizing the risks of getting into the trafficking situation; aimed at: human rights self-defense and implementation of state social policy for solving and preventing the problem of human trafficking; formation of a responsible behavior model by means of raising the level of information awareness and personal responsibility for one`s life and the lives of others. The expediency and priorities of information and communication technologies usage in the social prevention of human beings trafficking have been substantiated; the most promising are: technologies of modern media (mass media, social advertising); modern communication facilities (hotlines, call centers, instant messaging facilities); virtual technologies (WWW, Web 2.0, social media, newsgroups, e-mail and mailing lists, messaging systems (ICQ), Skype and cloud technologies). The methodological foundations of social prophylaxis of human trafficking with the help of schools, colleges and universities on the philosophical, general scientific, specifically scientific and procedural (technological) levels have been determined and grounded.In the course of this research, the pedagogical system of social prevention of human beings trafficking has been developed by means of information and communication technologies, which is based on conceptual provisions, envisages the purpose, specific tasks, structure and content. The ICT involves a complex activity in three interconnected areas: structural, procedural and axiological. It has a practical implementation by means of the method of social prevention of human beings trafficking using ICT. As the result of the author's pedagogical system there is a formed information and legal competence of the individual. The information and legal competence of the individual by means of the theoretical generalizations within the framework of related and distinct conceptual characteristics and content characteristics, has been interpreted as an integral personality formation. A set of personal competences based on human awareness and the ability to use information in everyday life, manifested in making own wellconsidered decisions and a strategy of legal behavior formation in a situation of uncertainty in order to protect oneself and not to get into the situation of human trafficking. The criterion of the individual information and legal competence (motivational valuable, cognitive, operational and practical, personally reflexive) has been substantiated. Indicators and levels (minimum, sufficient, high) have been determined. The content of the method of social prophylaxis of human trafficking by means of information and communication technologies has been determined. Using the pedagogical modeling, a matrix model of the information and prevention campaign in the field of social prevention of human beings trafficking has been developed by means of information and communication technologies. The goals, obligatory characteristics, main tasks and principles of organization have been outlined, types, areas of coverage have been defined. Direct development of the successive actions of the information and prevention campaign have been made. The method of social prophylaxis of human trafficking by means of information and communication technologies envisaged the development of a complex of forms, methods, techniques and means implemented through a peculiar algorithm of sequential actions. One of the key conditions for the successful implementation of the methodology is recognized as practical long-term work in organized four target groups: university professors, future social educators, future teachers; social educators and school teachers; students (children, their parents). The effectiveness of the pedagogical system and methods of social prophylaxis of human trafficking by means of information and communication technologies with the usage of methods of their statistical processing and comparative analysis has been investigated experimentally. The analysis of the results showed the high effectiveness of forming the information and legal competence of the individual as an effective factor in the organization of social prophylaxis of human beings trafficking on the basis of ICT technologies usage. The obtained quantitative and qualitative indicators have proven the advantage of the developed pedagogical system and methodology over traditional approaches to the organization of preventive activities in the field of prevention of human beings trafficking.
