Центральна Рада: від автономії до незалежності

Abstract

В умовах становлення незалежної України, розбудови суверенної демократичної держави особлива увага приділяється вивченню досвіду державотворчого процесу початку ХХ ст. У цьому плані особливий інтерес викликає вивчення досвіду державної політики українських урядів 1917–1920- х рр. і, зокрема, діяльність Центральної Ради. Аналіз діяльності якої дає можливість оцінити як позитивний, так і негативний досвід державного будівництва, запобігти повторенню помилок та прорахунків. Автор зосереджує свою увагу на аналізі об’єктивних та суб’єктивних чинників, які не дозволили уряду Центральної Ради утриматися у владі й побудувати Українську Народну Республіку. Зокрема, звертається увага на відсутність професійних політиків з практичним досвідом державотворення та романтичну віру лідерів Центральної Ради у непорушність федеративного зв’язку з Росією. Окремо акцент автор робить на питанні взаємодії держави та Церкви як можливого союзника в розбудові незалежної держави.

In the conditions of the establishment of independent Ukraine, the development of a sovereign democratic state, special attention is paid to studying the experience of the state-building process at the beginning of the twentieth century. Of particular interest in this regard is the study of the experience of the state policy of the Ukrainian governments of 1917–1920 and, in particular, the work of the Central Council. An analysis of the activity of the Central Council gives an opportunity to evaluate (both positive and negative) experience of state building, preventing repetition of errors and miscalculations. The author focuses on the analysis of objective and subjective factors that did not allow the Central Council Government to stay in power and build the Ukrainian Independent Republic. In particular, attention is drawn to the lack of professional politicians with practical experience of state-building and the romantic faith of leaders of the Central Council in the inviolability of a federated relationship with Russia. The author focuses on the interaction of the state and the church as a possible ally in the development of an independent state.
